2 people can be insured on a motabilty car for free, it’s extra to insure more people. As long as they have a drivers license and have not been disqualified in the last 5 years then they should be able to drive it. There is terms and conditions now with respect to younger drivers and the type and size of car they can drive so the best thing to do would be to call RSA (the insurer) and ask them.

Get as much resource as you can maybe is one option,however it could be quite time consuming,here is one resource i have had good experience.
