A visa is not necessary unless you’re going to be there for more than three months. If you will be applying for a visa sometime, though, and if you don’t have health insurance, then research travel insurance companies. There are several which offer you specialized insurance for travel, especially if you are travelling with a program or organization.

In the UK we have free health care for all – if you are ill you will be treated free of charge – no-one will ask for any health insurance because there is none. France is slightly different but it should be possible for the French hospital/doctor to claim back your medical expenses from your current US healt company. This is how it works in France, you pay all your health care up front and then claim it back from your (compulsory) health insurance. A visit to the doctor in France costs around 20 euros (around 30 dollars).

Depends what nationality you are. If you are American or Canadian you do not need a visa. If you do need a Visa your are out of luck for sure. There is no way – unless you know the Visa officer at the High Commission or Embassy – that you will get one within that short period of time. As far as insurance goes it is no problem whatsoever. You get that in a minute from your bank (Yes they do offer travel insurance) or insurance company or travel agent.
It is a good idea to have insurance when you travel. You never know , but it is worth to check with your current insurer, maybe you are covered already.
