    i think you actually do have to be a resident BUT! there are always places that bend rules..

    YOU WOULD HAVE TO HAVE YOUR INS. CO IN THE U K TO INSURE THE CAR . WHEN I RENTED A CAR FOR A MONTH IN ITALY MY INS. CO. HERE IN N.J. INSURED THE CAR RENTAL .
